I use Airport Express (AE) as my primary router. I prefer AS as it is dual band, fast, and very reliable. In addition, I use Airplay to stream music from my mobile devices. The audio fiber optic output in the AE is connected to my DAC, which drives my whole house audio system. AE never crashes and if very high quality.

I work in a offshore marine environment. We have internet but streaming is not allowed because of number of people using it. Can I take an airport express or base and hook my external drive to it and stream movies from it to my iPad?
You can, but the streaming restrictions are because of your platforms Internet connection bandwidth. Even if you use the Airport, it still has to connect to the Internet. Your best option is to download music to your device, when you are on shore, you can then playback later without an Internet connection,

So do these speakers plug into a receiver? I have my cable box and DVD plugged into my receiver, will these plug into the receiver as well and play the sound.
Yes, you can plug these speakers into your receiver. Your receiver should have left and right speaker outputs. Just connect one speaker to the left and one to the right jacks on the back of the receiver. See diagram

Does it have RI in and out plugs on the back of the unit ? Can I connect this unit using the RI to a Onkyo cassette ( Mod.TA-RW411) which has not remote control to be able to also remote control the cassette deck ?

What speakers should one buy to go with this?? (Why don't they come with the CD player?)
You must have an amplifier between the CD player and speakers. This CD player cannot directly drive speakers. Connect the audio outputs from the CD player to the CD input on any amplifier and then connect your speakers to the amplifier. You can use any speakers you like.
