upscaling?

upscaling to 4k..? is this telling me, that because all TV stations deliver their in 420 and 720p, and sometimes in 1080p, whatever they broadcast with, it... the 4k TV upscales it to 4k...?.. so one won't need to purchase HD from cable companies anymore ? we can just use basic cable ?
Upscaling will improve the picture, but not necessarily to 4K quality. Here's a link with details:
