What's great about it: easy setup, and a wonderful price
What's not so great: That if you have only iOS devices than you can't do too mouch
It is perfect for watching youtube on your tv without getting a smartv

Good for a college student?

Which is better for a college student: the Note or the Galaxy tab? I was considering the 2 in 1 tablet-computers to get the optional computer function, but they are too expensive. I am concerned about note-taking capabilities, keyboard use, etc.
Well if you're only taking notes and only using word, powerpoint and excel than this is your tablet, it can handle any type of microsoft office archive with no problem, but you won't have HD on it. You can even have some games on it :D

Does the Galaxy Tab 3 hav IR to enable it to be used as a remote control?

Yes it does and it works with every tv. No matter wich brand it would work
