The top slot doesn't charge as well as the bottom slot, I almost always have to do a balancing act with the controllers for them to charge properly

No, I would not recommend this to a friend.

Will this support Xbox One Elite controller with the paddles installed?

I use my Elite controller with paddles installed. Will I have to remove paddles to charge?

Yes you will have to remove them as the controllers nearly lay into the slots.
