Unlocked? Working with providers other than MetroPCS?

1. Is this phone unlocked? Does it work with providers other than MetroPCS?

2. If not, can it be unlocked?

3. If not, why is it no-contract but can only use one network?
It's not unlocked. Fastgsm.com cost 14.99 to unlock in 10 minutes. I'm happily using on tmobile now or any other gsm network I choose.
