Sounds like a cheap little radio, deal breaker. Ok otherwise but nothing to brag about. Program info on screen way to small. Didn't seem to pull in broadcast stations as well as my old analog/converter, and even with a good picture it hesitated between channels. Guess you get what you pay for at $89. Might be ok as a monitor. Returned and spent $40 more for the LG 24" which at first impression is twice the TV.
No, I would not recommend this to a friend.

Can the TV tilt or is the base fixed position?

Base snaps into bottom of TV, no tilt.
