Please clarify

If I were to buy a TiVo Roamio can I get local broadcast programming by just having an Internet connection? The information is a bit confusing and don't want to end up buying TiVo then having to subscribe to a cable package too. I might as well just get cable tv.
With the Roamio Plus and Pro you have to have cable and get a Cable M-Card from your cable provider. Comcast provided me with the card for free... they may charge if you need more than one. The reason I bought Tivo is the cable companies are making a huge profit on equipment rentals and I was paying them $1080/year for their outdated boxes. I don't mind paying for cable as the cost added on to my internet is not very much. I'm convinced Comcast makes most of their profit from their rental charges. It really adds up!
