What's great about it: Better specs than Wifi version
What's not so great: screen, camera
The tablet itself is nice. It looks good, feels good when you hold, and the weight is good also. It does feel slightly thicker than you expect from looking at it, but it does not feel bad at all. The styling is nice actually, even though it looks like a giant Galaxy phone.
The screen is probably the biggest weakness when you look at the specs, but it does ok. It is by no means a very sharp image, but it does well for the amount of pixels it has. Other than cost-cutting, there is no excuse for this resolution on a screen from a top manufacturer. Nonetheless, text is readable and images look defined. Color is somewhat washed out at lower brightness levels. At 50% or more brightness, the colors are what you would expect. Responsiveness of the screen is good, no problems with that.
Processing power does well for what it has, 1.7 GHz Dual Core, 1.5GB RAM. The extra bump in speed from the WiFi version and the bump in RAM really help. In my use it has only slowed down when loading graphic intensive maps (but I should note a Nexus 4, with quad core and 33% more RAM has the same problem).
Connectivity on LTE networks was very good and exceeded my expectation. My experience with coverage was a positive one. The availability of LTE in certain areas was the reason I sought a tablet with cell coverage. The LTE connection was fast enough for my needs.
Coming from all software keys, I had to once again get used to using hardware buttons, plus the fact that the back key is on the right side vs left that I've used for over a year now. For someone who owns Galaxy phone, the layout should not be a problem and be very familiar. Responsiveness of the keys is good. Volume, power and home keys all feel good when pressed. The capacitive Back and Menu keys are somewhat of a problem for me. Again, because I'm not used to them being there and have to still get accustomed.
Overall, I am pleased with the tablet. It is by no means a cutting edge device. If you can live with the screen resolution and that it does not have the processing power of the top tablets.

Does the Samsung - Galaxy Tab 3 7.0 LTE 7 function as a phone?

Can the Samsung - Galaxy Tab 3 7.0 LTE 7 be used as a phone? This is important to the visually-impaired and to us older people who can't read the tiny characters on the screen of a "phone"-sized device with internet capability. Phone capability is not mentioned on your web page.
It is not a phone. When activated, the carrier assigns it a number but calls and texts to and from this number are not possible. However it can be used as a phone with VOIP service through any of the apps that allow this functionality. The "phone" service requires a data connection, be that through the mobile data (LTE) or WiFi.

Can I use 3G with this?

I plan to use this out of country, I want to pop a different SIM card into it. But where I'm going, they only have 3G. Can this tablet work with 3G? Will I be able to replace the SIM card in it? Will it need to be unlocked? Does this run on a GSM system
No. The device is locked to Sprint. It is not a GSM device, 3G connection is CDMA. It has a SIM slot for LTE but other carrier SIMs are not recognized.
