Please clarify
If I were to buy a TiVo Roamio can I get local broadcast programming by just having an Internet connection? The information is a bit confusing and don't want to end up buying TiVo then having to subscribe to a cable package too. I might as well just get cable tv.
No, You can add a HD Antenna on some models to get your local programming if you can get an HD signal where you are. Otherwise you need a TV Service Provider. It will use Netflix, Hulu, Pandora and other content over the net but no local programming.

Comcast connectivity
I want to replace my 2 rented Comcast devises will the TiVo roamio plus dvr work on 2 tv's in different rooms?
Also does it take a Comcast smart/descramble card that I have to pay Comcast for in order for the TiVo to be activated and work?

You need a cable card for the Tivo to work. They usually run ~$5.00 a month on Verizon, I would think the same for Comcast.
The Tivo will only work with one TV, but if you buy a Tivo Romeo (4 tuners) you can also add a Tivo Mini Box and use that in your 2nd room, and the Tivo Mini doesn't require another cable card.
So you will need to buy a Tivo Romeo + Tivo Mini. You can also add another Tivo Mini if you have another room. Right Now the Tivo Mini is ~$150.00 and includes lifetime service.

Fios VOD?
Does the new Roamio boxes work with Video On Demand for Verizon Fios as Comcast VOD does?
My understanding is no. I have FIOS and lost VOD when I switched.
