Oven Temperature not matching settng

Is anyone else having issues with the oven temp not getting to the desired settin, i.e I set it for 350, and even though it says it reached that temp, it always takes longer for food to cook than instructions call for. This happens 100% of the time with top oven, which I used he most. I have not tested the lower oven.
Yes, I have problems with temperature and burners do not ignite properly. Sometimes I have to us a match and it goes boom.
