No, this is cable is Video cable only.

how to connect my pc or laptop to my tv?

If your PC has to have
1. Intel Processor i3 and above
2. Intel Wireless
3. Intel Graphic
Then you could use the WIDI from Intel with Push2TV adapter from Netgear. or other adapter that are compatable with WIDI Intel.

Else,

There are other 3rd party wifi connection between the two, but connections setting is a challenge.
