targus ac adapter for hp lap top

i bought this package last year for my hp pavillion entertainment pc....a year later and i am having trouble to get my pc to charge. unless i play with the tip when i plug in my adapter it does not readily show that is charging my pc. have you any suggestions?

Does this battery charger work with my Dell Inspiron 15 r laptop?

The model number is D3500S1
