How many usable GB does this phone have?

In the specs this phone says it has 8GB, but on Metro PCS's website it says the phone has 4GB of actual usable memory. Is it the same case here or is does this one have more available space?

The LG Optimus F60 has ~3.92GB of available user memory out of the total 8GB of internal memory.

Metro PCS sim-lock?

Referencing the answer about T-Mobile. The answer stated that the phone is sim-locked to Metro PCS and that it would not work initially with a T-Mobile sim. Could you elaborate? Does that mean that it will eventually take a T-Mobile sim card? T-Mobile is already my provider but I can't seem to find this phone without it being prepaid, or on some other network. Any help would be much appreciated.
