Why in the world has whirlpool made a place for a freezer shelf but hasn't made the shelf??

I just bought a Whirlpool 10.6 cu ft refrigerator Top freezer Model WRT111SFDW, SKU 9505116. ORDER # BBY01-805554837469 The freezer wire is missing. Does it come with it? Lee Giles

My cabinets are 12in from the back of the wall to the front edge of the cabinets. what depth are the top mounting holes to be screwed at via the template. i fear the edge boarder of my cabinets, which is about 3/4in may be in the way.
