The oven will broil steak very well though time adjustments to recipes may need to be made depending on the thickness and size of the steak.

Yes, more then one layer of cookies could be baked in the Breville® BOV845 Smart Oven® Pro. However temperature and time adjustments would need to be made to accommodate the extra tray of items.
