Volume control of background music/sound effects
Having hearing issues and when we turn the volume up, the conversations get covered up by the music and/or sound effects. Can those be turned down without losing the talking of the program?
The issue is not the television itself, but the way that television programs are recorded and then subsequently broadcast. The best fix would be to connect your television into either a home theater system or a soundbar.

Can more than one alarm be set? Also can the alarm be set directly on the tracker or is a phone/computer required to set an alarm?
The Garmin Vivosmart HR Activity Tracker does have an alarm feature, you cannot set multiple alarms. The alarm is set from the phone/pc app, not directly on the tracker.
