Can you use them with laptop or desktop computer? How well do they block?

Two questions here. My son has sensory issues and loud noises are painful to him. Will these cancel out noise if they are not hooked to any device? He would be wearing them during most of the day.. Next question is will they work with a laptop and desktop computer? He has windows on both and watches lots of youtube, Thanks for any info..
These will work on any device that has a standard headphone jack. They are made to cancel out noise while in use.

I've found terminology super-confusing as Dell's website lists both the standard and 2-in-1 under the 7000 series. This laptop on Best Buy doesn't seem to state 2-in-1 but he pictures on the website seem to suggest it can be converted into a tablet. Is this particular model the 2-in-1 or non-convertible? Thanks!
