As the Samsung 32" doesn't include a VGA port, you would need to purchase a VGA-to-HDMI cable to use the TV as a monitor for your computer.

Could I just buy an iPhone without having the 2-year contract?

It tell me on the website, that the phone costs 200, but when I click on it, it tells me 700 and how I'm going to need to pay 30 a month. I already have a plan, I just need the phone.
To get the discounted price you would need to agree to the contract. Phones purchased without a contract are sold at the higher price.
