The stick (as with the other Roku models) is always on (there is no off button) but it does go into a "sleep" mode after awhile. When you turn your TV back on, or when you re-select the HDMI input that the Roku is plugged into, you'll see the screen saver bouncing across the screen. You just have to push a button on the remote to wake it up. If by "does it need to reboot" you mean does it need to go through the whole 3 or 4 minute thing like when you first plugged it in, then no, it does not need to do that. I've had mine for a year now and every once in awhile I've had to unplug it then plug it back in to let it reboot because it's acting funny or "locks up". This has only happened a couple of times in a year so really isn't much different than any other tech device.
