I doubt you can from Best Buy, however at this point I wouldn't recommend attempting the downgrade or custom purchase unless there's a SERIOUS incompatibility with software.
To get Windows 8.1 to work like Windows 7 you can either wait for Windows 10 to come out, or follow these steps:
By running Windows 8.1 you can choose to go to the desktop, then right click the bar along the bottom and get into the properties, then click navigation near the top.
Enable the various options under there and one in particular will let the system boot back to the desktop.
Following those steps you can get your start menu working like the good old days by going to www.classicshell.net and downloading/installing the free ClassicShell.
I prefer Windows 8.1 with those options to Windows 7 as the performance is better and there's a lot of subtle improvements.
