bestbuy dont charge upgrade fee, but verizon will charge upgrade fee on my bill for s4 on black friday sale?

I bought 2 samsung s4 on blackfriday sale. I am a current verizon customer with wife. our contracts are over. Bestbuy say that bestbuy won't charge upgrade fee ,but in the verizon assitant person in the betbuy say that verizon will charge upgrade fee on my bill. They didnt say that before buying. Is it true?
Verizon hit me for 30 bucks a phone plus 2 months of data plan charged the first month if you didn't have a data plan before.
