Does it have cable wire hook up and yellow red white wire hook up for older tv

No it just has cable wiring not the red white or yellow hook ups; however, I have an older model TV and the cords I received were appropriate for my older model TV.

Can the remote be used also to change the TV volume or turn the TV on or off?

The volume can be controlled but not the power on or off.

Does work on Time Warner cable?

I'm not sure, but I don't think it does. Time Warner Cable wants to ensure that you have to use their products.
