Does this drive need to be partitioned in order for Vista or W7 to recognize it?

no partitioning required and works equally well with windows 7 and vista

Can I use this interchangeably between windows vista and windows 8.1?

I want to back up all my files from an old PC with Windows Vista into this external hard drive. Will I be able to pull out the files using a new laptop with a Windows 8.1 readily or do I need to do any reformatting?
you will have to set up 2 separate backup files but no formatting is necessary
