I'm only surmising based on what I know about graphics programs and computer memory, but I doubt it would run Photoshop Elements well. The 4Gb or RAM on this machine gets quickly maxed-out when I'm running Internet Explorer and PowerPoint at the same time. I think a graphics program like Photoshop Elements would take up the full RAM very quickly, and you wouldn't have a good experience.
Again, this is not from direct experience, so take this as you will. But my suggestion would be to look for something with more RAM.
