Products designed to fit standard house outlets (110-120V) are designed only to work with those voltages. If you wish to use this product in Europe, or if you only have access to a 220V outlet for some other reason, there are adapters that can be plugged into the available outlets and output standard US 110VAC. If you're just curious, almost any device that's designed to work with both voltages will have a switch on it somewhere, likely around where its plug meets it, that will have one side labeled with one voltage and the other side labeled with the other voltage. One place you can see this is on the back of most desktop computers.
