What's great about it: Photo paper and ink in one package.
I like only making one purchase rather than multiple buys and now that there is also a package that contains the Black XL (in addition to the other 3 required colors and photo paper too) I couldn't ask for more of a bargain. My only complaint is that I have not been able to purchase the XL for all inks in a combo pack (although they are available as singles) I like saving money and at roughly $20 per color ink (requires 3 cartridges) plus the price of the XL Black alone and adding the cost of photo paper into it, well, you can see it would quickly add up. (I love printing photos and doing regular photo scrapbooking so use mega ink and papers)
I would recommend this to a friend!

is there more ink in the pack that is not the value pack
is there more ink in the packs that are not in the value pack with the photo paper?
Depends on which package you are wanting. The 564 series is available in singles, it comes with all 4 inks and no paper and also have seen it as a Bous Value Pack (this has the 3 inks plus 10 (4X6) sheets--10 (5X7) sheets--and--10 photo mailing envelopes).

Yes, it is shown as one of several models that the 564 cartridges does work in,

is the ink refillable? or do I have to buy a new cartridge everytime?
NO ! not to my knowledge plus it is also not advisable to use non-HP inks in your printers (many of these are refurbished ink cartridges and can cause problems with your HP printers). If someone claims you can refill your old cartridges, you are taking a chance plus the quality of the prints produced may not be satisfactory. The cost of HP inks may seem higher than some but it is well worth the few cents more for the satisfaction of the quality you expect and enjoy.

is this compatible with the 3520 all in one printer? If not what do I buy?
According to the box, YES, the model 3520 HP DeskJet can use the 564 ink cartridges.
