The phone has a good size screen and looks nice. The phone is a bit slow and has tons of bloatware preinstalled using most of it's on board memory. Good basic phone for temporary use but not meant for heavy users.
No, I would not recommend this to a friend.

I live in a two story house and was having trouble getting good wifi connectivity when I was downstairs being the xfinity wireless modem/router was connected upstairs in my room. This solved the problem I have full range throughout my house and save $10 on my monthly Internet bill.

You can use with any GSM carrier. I have used it o popfreedom, tmobile and at&t. The price will vary on your plan.

How many devices does this support? I have to get a router for an apartment with four people that each have a phone/laptop and two smart TV's. Will this be sufficient or will we need an upgraded one?

The router will be sufficient for four people the problem you will encounter with all devices connected at the same time will be your Internet speed provided by your ISP. Contact your ISP and make sure you have an adequate plan for your needs to have enough .bandwidth for your household.

Is the modem included? I'm a newb on purchasing these things -- it seemed in the specs like this had an in-built modem as well. Is that the case? Would this work as a single device to connect with my internet service?

No, a modem is not included. This is a router only you will still need to purchase a modem which will enable your modem to have wireless signal option.
