Operating systems, TAB 2 is running on old ANDROID JELLYBEAN and T4 is on latest operating system KITKAT 4.4 which is faster
T 4 Camera is also better

Can I connect the Galaxy Tab 4 to my home WiFi and use the connection to make and receive voice calls?
Yes you can but check the rates with your internet provider
You can install VIBER,WECHAT,WATSAPP,skype for free voice or video calling too
