its an officejet so it isnt the most efficient with ink consumption but this printer simply works. Buyer beware there arent any printers that work well with Mac OS Yosemite, the drivers are broken Hp is pointing the finger at Apple and vice versa. Bug Apple if you would like this printer to start working again with your mac

Will I need a phone line to send Faxes?
I do not have a hard line. Can this send faxes without a phone line?
No you need a fax line to send faxes. i would recommend a printer that uses E-fax but HP hasnt made one thats worth buying in quite some time

Can I scan with this printer if it's out of ink?
Yes, as long as you have a cartridge in the printer. They dont like it when you remove them

Yes. you BB uses a micro usb cable and this is a micro usb cable

Is this printer compatible with Windows 8.1 and/or a Samsung Tablet?
Yes you will just need to download the printer drivers from the manufactures page for your windows 8 computer. for you samsung tablet you may need to install the HP ePrint app from the Play Store
