This is by no means a high end laptop but you can code with it easily enough. If you're looking to be an electrical engineer, I'd recommend learning MATLAB, C, and/or LabVIEW. I am an electrical engineer and these three languages are the ones I've used and encountered in various industries the most (MATLAB for various engineering simulation and analysis, C for embedded programming, and LabVIEW for test/measurement equipment).
That being said, most IDEs will run on this laptop without too much trouble. MATLAB will take sometime to load initially but once loaded it should also work decent enough. As far as a rasberry pi is concerned you can connect to it from this laptop by VNC, VPN, SSH or anything else the Pi can handle without any issues.
