As far as data transfer rates, the speed of a hard drive is not determined by the power source. It is the speed of the USB connection that is the limiting factor, plus the technology used for data storage. A flash USB drive will have a different data rate than an external USB hard drive powered by AC, but the difference is in how the data is stored, not how the device is powered.
