What is the RPM Is this good for a desktop using point of sale system in a mini market and run almost 15 hrs a day

Haven't tried that setup, but I'm using mine as an external drive for XBOX ONE. my system sleeps when not in use, but i remotely download games/ media/ auto updates often and when I get home everythings stored and ready to go. So it's technically on 24/7

Can you drag and drop files?

Yes you can. But the bigger the file, the longer the wait. But this external is pretty fast.

Is it compatible with Dell Windows 7 Inspiron? Also can I retrieve the pictures from an older Dell Windows Vista or should a geek do this?

Yes, that shouldn't be a problem. The external drive is designed to work with any windows/ Microsoft system and Apple iOS. From what I've read it's Cross platform compatible, but I haven't tried it personally.
