AT&T offers usage in other countries than the U.S. at international rates. I would recommend purchasing the iPhone in the country where it will be used if at all possible. Otherwise, you will be subject to the international rates.

Can I buy an iphone without having to make a contract with AT&T?
There is currently not a "no commitment" option for purchasing an iPhone. AT&T states on their website that "in the future, AT&T may offer a no-commitment option of $599 for 8GB and $699 for 16GB." A contract is required at this time.
AT&T provides phone and internet service for iPhone purchasers. A service contract with AT&T is required for the iPhone to operate. Contracts are for two years.
