can you load and run apps on the sd card
Unfortunately, the answer is no. But with the 64GB model, only 18GB are occupied by the system. So you have ~46GB of storage for apps. But it would be wise to get an sd card to store photos, videos, audio, etc. I would recommend at least a 64GB micro sd card.

I need a tablet with a web cam. Do any of best buys tablets have web cams? If so, which ones?
This has a front facing camera that functions well as a web cam. I use it with Skype to make video calls. It also has a rear facing camera that works well.

Yes, it does, and it works well with my Samsung S7 Edge. I have also used it with my new Jabra Elite 75t ear buds, and it maintains a solid connection throughout my medium sized apartment (over a distance of 25 feet, through 2 walls).

does the port for the jumper cable on the device accept a connector with a female 12 volt connection..... as opposed to the clamps for jump starting? Some devices like this do allow this. Does this one?
There is a pin port next to the port for charging the device, that you can plug a connector with a female 12 volt connection. My unit came with such a connector.

The charging block will work for your tablet, but the cable that comes with the charger will not. You will need to find a cable with usb-c on one end, and usb-A on the other; the cable also needs to be rated to handle adaptive fast charging of 15W. The cable that came with your tablet might serve that purpose.

No, this tablet is WiFi only. But it does have a micro sd card tray, to increase storage capacity.
