This printer is perfect size for a home office or personal use where multiple monochrome copies are needed. Takes up very little desk space. Fast response in wireless mode. Excellent quality of copies. It is a perfect addition to my Color HP Officejet All-In-One. Use of this laser printer will save wear and tear on my Officejet. I Love the compactness and ease of use printer. Can get at least 500 copies per toner cartridge depending on the character density of your letters

It is a WiFi only unit. Locked or unlocked does not apply. You just connect it to a local WiFi network or hot spot and you are good to go.

I have my surge protector plugged in and my stuff plugged into it, the light that says protected is lite up but the grounded light does not light up? Is this normal if.not what should I try?
Perhaps your wall outlet is not properly grounded. I'd tried a different wall outlet in another room. Both lights should be on.

Is this a wireless printer?
Yes. it is wireless. That's why I purchased it I didn't want a wired printer since I had to keep the printer in a part of the room
