Does this washer fill all the way up?

I returned an LG HE top load washer because it did not get my clothes clean and it tied my clothes in knots. I LOVED the fact that I could use the bulky cycle and easily wash comforters with plenty of water though. I bought the next step up in this GE top load washer and it does NOT come close to covering the clothes with water even on the SUPER cycle... only give enough for a small load pretty much. I HATE HE washers! Does this one fill all the way up? I'm currently washing small loads on SUPER wash. It's very frustrating!
Yes, this was one of the last washing machines that would completely FILL with water. But it only lasted my family and I 4 years. It never completely drained no matter how many spin cycles you ran which meant more money spent in drying the clothing in the dryer. That is, if the clothing, bedding, towels, etc survived the wash. This particular GE product was of very poor design. Anything that got caught under the agitator would get ripped, torn and destroyed. The water/seal between the basin drum and the agitator was non existent which meant the metal or ceramic (i didn't investigate that much) holder that held the agitator to the drum self destructed after only 4 years of use. This product is terrible and I would not recommend it to anyone. Not even an enemy !!
