Will this power my tv on and off when I am not home?

It all depends on your T.V. Because some televisions do not turn on when you use an outlet with a switch.

My son plays games until 4 am , he is out of control. I bought one Honeywell LP550 E-Safe Electrical Plug Lockout plastic box , but my son can take the plug out by twisting the box. Does this one work? I need sth that he can't figure out how to take it

I have no idea about the plug you bought. This plug allows you to turn it on and off with the Kasa App or through the Amazon Alexa.

does this need to be plugged in? or does it charge??

It is a wi-fi plug that needs to be plugged in. I use it in conjunction with the Kasa App and and Amazon echo (Alexa).
