Do these earbuds have touch controls?

Yes play, pause, skip ahead, skip back and of course volume increase and decrease. I like the ease of use when it comes to using the controls on these JVC earbuds. Good luck, you'll be happy you bought them!

Can I use iPad dictation software when connected?

Yes you can use it for dictation on your device. I do it all the time and the audio and microphone clarity is very good quality with rarely a error as long as you're speaking clearly. I use frequently when texting, emailing or writing notes. I'm certain that you'll be pleasantly pleasantly surprised and happy with your new JVC Earbuds! Good luck :-)
