Only took about 5 mins to setup. Instructions and labels could be clearer for those unfamiliar with the equipment. Balanced very nicely and even included extra speaker wire.

Yes this Can mount a TV to that specification as long as the very detailed Instructions are followed.
It also includes several different size mounting screws and spacers to mount flat backside or curved backside TV and gives excellent instructions for mounting it properly with studs.

can it be hooked up to a desktop
Yes it can but it does need audio cables to do so unless you have bluetooth.
