The item was purchased for high speed signal transmission. Signals today are usually bi-directional. This unit does not support bi-directional capability. Nothing on the packaging indicated this lack of support or ability. Do NOT buy this item.
No, I would not recommend this to a friend.

Connect up to 4 devices to the coaxial connection from your cable or indoor/outdoor VHF/UHF/FM antenna with this mini drop amplifier. It works with the DC power provided by components, or with the AC power provided by the included adapter.

I have Xfinity. I've noticed that my Cable TV picture & overall WiFi goes downhill on colder nights. I think the outside wires are contracting, and losing there signal. Would a signal booster help these kinds of signal problems?

An amplifier will only increase a signal whether its bad or good. Consult your cable company. You may just have bad wiring. Your wifi is inside and isn't affected by cold - unless the outside wiring has a problem. Cable companies are notorious for installing or using existing bad wiring. Make sure they use new wiring.

Can I use the split to connect a third tv if I install the split outside and I do not connet the amplifier I have fios cable

Do not use this splitter on your FIOS network. It is not bi-directional and may cause your MoCA bridge/adapter to malfunction.

Bidirectional?

Creating a MoCA network requires bidirectional splitters. Is this splitter bidirectional?
DO NOT BUY THIS UNIT. It is not bi-directional and will NOT support MoCA technology. The speed indicated on the housing is sufficient, but it is not bi-directional and will therefore cause your MoCA bridge/adapter to malfunction. DO NOT BUY THIS UNIT.
