To benefit the speed of this router you must connect it to a minimum of cable or fiber ISP, not DSL provider.
Meaning of ISP - Internet Service Provider.
Meaning of DSL - Digital Subscriber Line.

What's not so great: Plastic body construction but okay.

Bad news. Samsung S2 was not optimized for MHL. Buy a new phone like Galaxy S6 or Note 5. Or 2016 within February or March S7 series would be out.

Use the Samsung's MHL 2.0 adapter. It would help too if you have the latest Android OS installed in your S4.

is insignia tv comparable with a samsung galaxy s3 on hdmi?

Only with Samsung's HDMI adapter.

In case you need a better option, use ChromeCast HDMI adapter or Roku HDMI adapter, there is one more but I couldn't remember what.

I bought this.
Normally, on glass or mirrored surfaces the laser or optical technology does not work well, but this can, although not perfect. Will it fit your hand? I cannot answer this for you.

Do I need a computer / laptop to set this up?

I see that net gear has an app for my iPad that is compatible with this model. Do I need to initially set it up with a desktop/ laptop? Or should it just kind of plug in and go with a modem?

1 - Initial setup should always be done on a desktop or laptop. Doing this you'll do proper updates if necessary, and proper security setups.

2 - Another version - is to lay a network cable and attach a Wi-Fi extender.
