Do I need a computer / laptop to set this up?

I see that net gear has an app for my iPad that is compatible with this model. Do I need to initially set it up with a desktop/ laptop? Or should it just kind of plug in and go with a modem?

Your 1st question: The answer is yes.
You have "or" question as 2nd question: Not a good idea. - Here's why - plugging yourself directly to a modem your open to public, public will see you easily. A modem then a router then you is better. That router creates a layer of door or wall so public will not see you directly.

Any suggestions why mhl adapter may not work with Composite/AV adapter?

I connected the adapter to my phone and a HDMI TV and it works. I connect it to a HDMI to Composite/AV adapter and it does not work. I connect a LG Blueray player HDMI to the Composite/AV adapter and it works. Is there some setting on the phone that I may be overlooking? The phone is Galaxy S4, the MHL adapter is Rocketfish and the Composite/AV adapter is J-Tech Digital JTD-MH-AV. Thank you for any suggestions.

Simple answer the MHL technology was not design to work with non-HDMI connection. I did have a Samsung S4 too and it works better on it's own Samsung MHL 2.0 or higher. It seems you're trying to mix from old with new technology - Try to explore your option with ChromeCast wireless device with your Samsung S4 too, or any older devices too.

GALAXY NOTE 8.0 Compatability

I bought this for the Note 8.0 GT-N5110 and I can't seem to get it to work. The tv is an LG and the HDMI port says HDMI/MHL. I've tried different chargers and multiple restarts. Does this adapter work with the note 8?

I wish I could answer all question here about MHL connectivity. This is a very cheap alternative from portable device to TV.

90% percent the answer would be no.

It's a hit or miss. When it comes to MHL connection is very bad because it is not standardize. You will have a better luck on Google's ChromeCast or Amazon Fire TV or Apple TV or Roku. I'll give you a hint - From a Samsung cable to Samsung device to a Samsung TV wouldn't even work properly. What more with a different manufacturer.

I leave this for last: Try the Samsung MHL 2.0 cable it is $50 or more. Try other internet stores for cheaper price.

Apple TV.
All you need from your TV is HDMI connection in. The wireless connection would between your router and Apple TV device then via HDMI cable to your TV.

Is there a wireless router that allows you to set individual internet access times?

I want to find a router that allows me manually enter in times that the internet will be turned off/on to specific devices. My old ASUS only allowed me to turn off/on in hour blocks (ex, 12am-1am, 1am-2am, etc). I am now using a Netgear router, but I can only use 30 minute blocks (ex, 12am-12:30am, 12:30am-1am, etc).

Is there a router that allows a person to type in specific times? Example, if I wanted internet access to a device from 7:10pm to 9:50pm.

Yes, I did check my Asus AC2400 RT-AC87R and you can. I am a fun of Netgear as well but I'm pretty sure there higher model may have the same capability what you need. Helpful hint, you can download manuals from Netgear to see if it can what you need before buying.

how do I change the password on a net gear wireless router?

Older router by default lost password cannot be recovered. You must hard reset it, by doing this you will loss the settings. By default factory password are printed at back of the router.
