I have this Compaq Presario tower CPU with windows XP edition 2005 that is only used to play game CD's and keep personal info, it is no longer connected to the internet. Is this Logitech-mk320 wire less keyboard and mouse able to work with this computer?

Yes, it would work if you meet the requirement.
MUST HAVE - USB port available version 1.1 and above, for the wireless dongle.
For Windows XP must have service pack 3 installed and Logitech's driver. Sometimes it may run without the drivers but it might not be stable.
