No. Instead of being capped at the typical 60Hz, the refresh rate scales up to 75Hz, a 25% increase that makes gameplay feel noticeably smoother and more responsive. Although I can say, I've rendered 4k animations, under full load for 4 hours straight it never throttled.

Your fps will depend heavily on your game, and settings.
I can tell you that I can run Watch Dogs 2 on recommended (which is a couple notches higher than half on the slider) settings and it floats right around 90fps (using the in game overlay).
I can also tell you that from my experience it is faster than the Alienware 17 (2016 model), Macbook Pro i7 (late 2015), and the Dell XPS I returned after a day of usage before getting this.
