can this touch pad also be used as a mouse?
Yes. But due to its small size and the screen being bigger you need to adjust for that

Can it be used to draw?
Can is work like a drawing tablet? With the pen and all? I draw with my mouse so I was wondering if this can do the same.
I use it to draw diagrams and solutions for my circuits class. It is sometimes slow to respond to my movements but I'm not sure if that is due to it being wireless or internet. Also it being smaller than the whiteboard I draw on it can be tricky to adjust to writing smaller but still having defined shape. In hind site I would probably buy a bigger surface tablet.
