Can you use the phone while it is in the armband?
i.e. does the touch screen function respond to touch/heat through the protective covering, to switch songs while running, for example?
Yes. Fully functional, although covered you can still control with finger. Assuming you'll have earbuds on of course for the calls.

I have an external hard drive connected to my network, as well as files on my desktop i would like to play through the Chromecast. Can the device connect to these shared folders on the network to play these files?
No. It's just an extension, an output for phone apps like Netflix, pandora, HBO & many others to be transmitted to TV

Nope not at all. Just plug into TV & set up acct, done.
