A great TV for Chromecast

This is a solid TV with a very competitive price. The picture-quality is on-par with other 2160p/4K TVs that cost 50% more. It's fast and not bloated like Smart TVs from other brands.
If it wasn't already obvious from the instruction manual, quick setup guide, and large advertising on the box, this TV was built primarily with Chromecast in mind. It expects you to have a mobile device (e.g. Android or iOS) or a computer with a Chrome browser to cast to it. The built-in Chromecast works wonderfully on the L621U. I've tested it to stream up to 2160p (like Chromecast Ultra) on YouTube 4K videos (just press the info button to view the resolution).
Otherwise, without Chromecast, it's a barebones TV and relies on input from HDMI or cable/digital TV. It doesn't have any Smart TV features available in many other TVs. If you want those, you'll need to connect a separate box like a Mii Box, Roku, or XBone/PS4. This is also a good thing because Smart TV apps are typically less useful than Chromecast. They take time to open, can become outdated, and typically have worse support. Most of all, it's super annoying trying to type the name of a video in a Smart TV app using remote control arrow keys. You would need a separate bluetooth keyboard. But every once in awhile, I do wish I could browse files or play an H.264/5 or MKV encoded video directly from the built-in USB, which currently only views pictures.

This is not a true smart TV as all apps must go through googlecast which is very limiting. For instance if you watch Netflix, the TV remote only has pause/play and volume control. That is it. Also you will need to buy a third party device to watch 4k from non-cable sources such as ROKU 4. Could not find any way to do it through googlecast.
On the plus side it is cheap and you can get a 5 year protection plan for only $90.
Picture and sound quality seems fine but can't give an accurate review as I have not viewed any 4k content. Hope somebody else will. Also there is hardly any documentation in the box or online.

What exactly do you think a smart TV is? Nearly every smart TV supports fewer apps than Chromecast and runs much more slowly. Also, smart TV apps get outdated every few years while Chromecast apps are always running the latest version of the app on your smartphone.

Average TV for the price. The Chrome Cast is kind of a pain. It starts on that input menu when you turn it on, so you have to select your input for TV every time.

This TV is an excellent option, if you don't mind all of the smart features coming from your phone. Where most smart tv's have a built in set of apps, this device is totally dependent on your phone, laptop, or tablet to access any apps. Chromecast is a wonderful feature, but it doesn't replace an app feature in my book.
That aside, the TV looks great. The speakers are great, which is rare for a modern TV. The 4K is true, and the price is right.

This isn't advertised as a "smart TV". It's a TV with Chromecast Built-in, which is arguably better because it's always running the latest version of a larger variety of apps. Smart TVs typically have a much more limited selection of apps, and those apps are often not kept updated. Plus, you get to use your phone for typing instead of using annoying direction buttons.

Does the Chromecast built-in is the same as the chromecast ultra for 4k streaming or is the regular chromecast for 1080p streaming
Yes, it streams up to 2160p. (I've verified this from the YouTube app by playing 4K videos and pressing the Info button on the remote.)
