Requirements conundrum

The specifications found both on this website, the Google Play store for the Zsight app, and on the product's packaging all state "requires Android 2.3 and up", the packaging states "Setup requirements: A Smartphone or Tablet", yet when the app's page is loaded from a tablet running Android 4.2 it states "Your device isn't compatible with this version.".
Why does an instruction pamphlet and/or tablet ready app not exist for this product if the packaging states it can be set up with one?
