Are alln15w available to the lightning connector?
Most 3.1a dual connector car adapters give 10 watts (2.1 amps) to the iPad and 5 watts (1 amp) to the other connector. But the iPad 4 needs about 13 watts (2.5 amps, as provided by its wall charger) to be able to charge and use at the same time. So the question is whether the lightning connector on the Rocketfish adapter/charger can provide at least 13 watts, and preferably all 15 watts, to the iPad 4 if nothing is connected to the USB connector?
