It this component necessary for playing back 4K Blu Ray Disks if a persona already owns an upscalable 4K UHD Blu Ray Player?
This is just a media box. Will not allow you to play 4k Blu Ray Disks. You weed a separate player for that.

No this does not replace DVR or Tivo. Plays Sony 4k downloadable content such as movies and tv shows.

Media player necessary for local network 4K content?
Is a media player necessary for a person owning a 4k Ultra HD TV when a local network upgrades to 4K content?
No this is not necessary it just adds downloadable 4k content such as movies, and tv shows.
